In a bold directive, the Transport Commissioner has issued a circular stating that if the fare meter in autorickshaws is not working, the journey will be considered free.
The circular mandates that a sticker stating “If the fare meter is not engaged or not working, your journey is free” should be printed in Malayalam and English and pasted behind the driver’s seat, ensuring visibility to passengers.
This initiative was inspired by a suggestion from Kochi native K.P. Mathias Francis to the Motor Vehicles Department in Kerala. Francis, having successfully implemented a similar system in Dubai, proposed its adoption in the state.

This decision addresses the persistent issue of disputes arising between passengers and autorickshaw drivers concerning meter charges. The order will come into effect from March 1.
The State Transport Authority, in a recent meeting discussed and approved this proposal. It was further decided that autorickshaws without the sticker will be deemed unfit from March 1 onwards, and will not be considered for fitness tests. This requirement will be incorporated into the fitness test parameters.
Furthermore, significant fines will be imposed on drivers who continue to operate without the sticker. The circular, issued by Transport Commissioner Nagarajuchakilam, emphasises that all Deputy Transport Commissioners must ensure strict implementation of this directive.
